Abstract

Psychological assistance is the subject of legal regulation of various normative legal acts, the system analysis of which is carried out within the framework of a hierarchical approach. The conclusion is made about the unsatisfactory state of the legislation on psychological assistance and the need for its improvement. The fragmentary and disordered nature of legal norms is noted, the legislator ignores the concept of "psychological assistance". The emphasis in the legal regulation of psychological assistance has shifted to the level of departmental by-laws, which emphasizes the need for active legislative work to create a specialized federal law regulating this area. Due to the current legal vacuum, there may be situations when, as a result of unskilled actions of psychologists, the psychological health of both an individual citizen and society as a whole may be harmed. The lack of a norm in the text of the Basic Law of the country directly enshrining the right of an individual to receive professional psychological assistance from a specialist is stated as a disadvantage. Since the problem of regulating the procedure for providing psychological assistance is obviously long overdue, it seems necessary to promptly resolve the most acute aspects of regulating these public relations by means of a specialized federal law.
