Peer-Review Policy

  1. Manuscripts are accepted for review only if they meet the requirements for author's materials submitted to the journal "Russian Law: Education, Practice, Science" posted on the website of the journal rospravojournal.usla.ru.
  2. All manuscripts accepted by the editorial board for consideration are subject to compulsory reviewing for the purpose of their expert evaluation
  3. Reviewing is carried out by competent members of the editorial board or the editorial council who have published on the subject of the article within the last three years. In the absence of a member of the editorial board or receipt of articles from a member of the editorial board, the editorial board sends the article for review to external reviewers.
  4. The editorial board uses the principle of double-blind (anonymous) peer-review: reviewers and authors do not know each other's name.
  5. The reviewer is obliged to examine the sent article within two weeks after receiving it and send a review or motivated refusal of reviewing to the editorial board by e-mail.
  6. The editorial board recommends using a standard review form when reviewing.
  7. A member of the Editorial Board reviews the article in accordance with the following criteria: relevance of the article, scientific novelty and originality, argumentativeness of the conclusions, compliance of the article with the subject of the journal, advantages and disadvantages of the article (if any), correctness of citations; reviewer draws a conclusion about the recommendation of the article for publication or refusal in publication, or about the need to return the article to the author (authors) for revision. If the reviewer recommends the article for publication after revision / taking into account the comments or does not recommend the article for publication, he/she indicates the reasons for this decision in the review.
  8. After receiving the review from the reviewer, the editorial board informs the author(s) of the article about the results of reviewing at the request of the author(s). If the reviewer recommends the article for publication after revision/comments, such review is sent to the author(s) for review and elimination of comments. The author(s) have the right to submit their objections to the reviewer's comments.
  9. Manuscripts, whose authors have not eliminated the reviewer's constructive comments or do not reasonably refute them, will not be accepted for publication.
  10. Manuscripts that are not recommended by reviewers for publication will not be accepted for reconsideration. Texts of negative reviews are sent to the author by e-mail.
  11. In the case of receipt of a review with a conclusion on the recommendation for publication, the chief editor determines the number of the journal, in which the article can be published, based on the subjects of the issues and editorial policy.
  12. The final decision on accepting a manuscript for publication in a particular issue of the journal is made at the meeting of the editorial board, based on the reviewer's recommendations and suggestions of the editor-in-chief.
  13. Reviews are stored in the editorial board for five years. When the editorial board receives a corresponding request, copies of reviews are provided to the Ministry of Science and Higher Education of the Russian Federation.
