The role of legal regulation in educational environment creating for additional professional education: a path of experience and innovation

Abstract

Nowadays, the educational environment of additional professional education, being more flexible, practice-oriented, responsive to changing circumstances, global challenges, market needs, is endowed with sufficient freedom by the state. In particular, educational institutions independently determine the forms of training (at a time and continuously or by stages), the conditions for internships, internships, the possibility of using network forms, the timing of mastering additional professional programs. All this forms are the features of the local educational environment, the content of which is disclosed in this article.

Such components of the educational environment as spatial-semantic, content-methodical, communication-organizational are considered with respect to additional education. At the same time, in the light of the phenomenon of the educational environment of additional professional education, the authors give answers to key questions for organizing an effective educational process: whom to teach, why to teach, what to teach, how to teach and what is the role of legal regulation in this process.

Substantially, the answers are based not only on legal norms or theoretical works, but also on the experience of the Ural State Law University named after V.F. Yakovlev. The University, being a federal innovation platform with an educational project in the field of additional education, takes into account both traditional and experimental approaches in the implementation of advanced training and professional retraining programs to create a unique educational environment.
