The article is devoted to the legal regulation of the procedure, composition and structure of the Territorial Body Management (Russia) and the citizen counsels, the quarter counsels (France).
The aim of the article is to identify and explain the differences between the methods of legal regulation used for ensure:
- the optimal use of the human resources and the continuity of work;
- the adequate representation of the different social groups;
- the coordination of work.
For the purpose of achieving this aim such method is used as comparative studies of legal acts.
The author analyzes the subdivisions that divide the members according the character of their participation in local affaires and the subdivisions used for the rational organization of work.
Besides the structure the procedural methods for ensure the representation of the different social groups such as the wide competence of the general meeting and the quorum.
The subdivisions for the different categories of members are provided in the French citizen`s counsel law charters of some quarter counsels. Such subdivisions unite those who live in the quarter, work or study here and the members of local organizations. It seemed that such practice can be adopted in Russian Territorial Body Management. Such method as the establishment of the minimal periodicity of meetings seems although interesting.
