Based on the analysis of the text of the Law on the Amendment to the Constitution of the Russian Federation (2020), the Federal Law "On the Government of the Russian Federation" (2020), strategic decrees of the President of the Russian Federation, other recent Russian legislation, scientific doctrine, modifications of the form of government of Russia are investigated. There is a connection between the strengthening of unity of command in the form of government with external factors: the intensification of competition in the processes of globalization and sovereignization, the transition from a unipolar to a multipolar world, as well as with the entry of the world into the age of information and scientific and technological revolutions.
The analysis of changes in the ratio of the features of the presidential and parliamentary republics in the mixed form of government of Russia according to such criteria as: constitutional regulation of presidential elections in the Russian Federation and the procedure for forming the Government; features of the formation of a new model of relations between the Government of the Russian Federation and the State Duma; novelties of constitutional and legal regulation of the ratio of presidential and parliamentary powers in the sphere of control of the activities of the Government of the Russian Federation. The author's opinions are expressed on the issues of compatibility with the presidential-parliamentary form of government in the Russian Federation of the practices of "rationalized parliamentarism" and "delegated lawmaking" - as possible aspects of the characteristics of the form of government of the modern state.
