Tactical Complexes in the System of Forensic Means of Crime Investigation

The concept of tactical complex in criminalistics is interpreted differently, there are many approaches to understanding its structure and scope, some of which are analyzed in the article. The concept and content of the tactical complex is considered in correlation with two other criminalistic categories - tactical combination and tactical operation. The conclusion about necessity of their distinction is formulated to avoid confusion of concepts. It is offered to distinguish these concepts depending on character of solved tasks, subjective structure of participants and elements entering into their structure. It was proposed to consider as the scope of application of tactical combinations a specific investigative action, within which combinations of tactical techniques are applied. Tactical operations have a wider range of application in contrast to tactical combinations, include actions different in their legal nature, are realized by the investigator in interaction with other participants of investigation, including the body of inquiry. A concept of tactical complex as a set of investigative actions implemented according to a single tactical plan to achieve local goals of the investigation was formulated. Distinctive features of tactical complexes are the fact that an investigator is the basic subject of their application and they are used in the situations when the set purpose can be achieved by investigative means. Other features of tactical complexes, their main varieties were considered. The conclusion about the necessity of filling particular forensic techniques with the recommendations on the use of multivariant tactical complexes capable of solving various problems of the investigation was formulated.
