Integration policy as a method of management of ethno-cultural diversity in federal states (on the example of the Federal Republic of Germany) .

Adaptation of foreign citizens and their integration into Russian society is one of the main goals of the state’s migration policy. The effectiveness of integration policy directly depends on the degree of involvement in this process of all levels of public authority of the federal state. The experience of integrating immigrants into the host community of Germany is recognized as one of the most successful among federal states, therefore the study of its experience seems most valuable in the light of work to improve integration policy in the Russian Federation. The research is the first to conduct a comprehensive analysis of the legislation of German federal lands on issues of integration of immigrants. As a result of the application of the method of comparative legal research, it was concluded that the implementation of the principle of federalism in Germany has led to the absence of a unified concept of integration. In the federal lands, which have chosen a multicultural approach in the field of integration, a multilingualism policy has been formed, which implies the obligation of lands and municipalities, as well as educational institutions, to provide access to the study of the native languages of migrants; in Bavaria, which has chosen a functional approach to managing integration, an emphasis is placed on the study of the German language, as a means of effective integration. There is also no unified approach in the area of managing religious diversity: while a number of federal lands have recognized the important role of Islamic organizations in ensuring effective integration, and are actively interacting with them in this direction, other federal lands still see the need to promote Christian culture and values as one from means of adaptation of immigrants.
