The Principle of Equal and Indivisible Security in Contemporary International Law

The misuse of information technologies by states can pose significant risks to international security and stability, economic and social development. At the same time, the technological gap between certain states; policy of heavy sanctions pressure; regionalization of international legal regulation of cooperation in the field of information security contribute to the fragmentation of international information security, which, in fact, may lead to the emergence or exacerbating of threats to international security. In this regard, the implementation of the principle of equal and indivisible security in the context of international information security becoming of particular significance. This article reveals the essence of the principle of equal and indivisible security as a special principle of international security law, and determines its applicability in the context of the use of information and communication technologies. Based on the results of the study, the author comes to the conclusion that the content of the principle of equal and indivisible international information security is still being developed. In this regard, it is proposed to include the principle of equal and indivisible information security in an international treaty devoted to issues of international information security. The article substantiates that the exclusion of this principle from the draft Convention on International Information Security is not entirely justified. The author has proposed a formulation of the principle of equal and indivisible information security for the inclusion in the draft of this international treaty.
