On Some Problems of Regulating the Nomination and Registration of Candidates in Regional Elections by the Laws of the Subjects of the Russian Federation Included in the Ural Federal District

The scientific research is devoted to the issues of the correlation between the regulation of regional elections to state bodies of the subjects of the Russian Federation by federal and regional legislation and the problems arising in this regard in the law-making of the subjects of the Russian Federation. When writing the article, logical, dialectical, system-structural, comparative-legal, and formal-legal methods were used. The paper examines the issue of determining the subject of jurisdiction when regulating regional elections. The legislation of the subjects of the Russian Federation included in the Ural Federal District is analyzed for the presence of provisions in it that contradict federal legislation.
There is a tendency to expand the scope of regulation of regional elections by federal legislation, and it is proposed to change the approach of the federal legislator to resolving the relevant issue. It has been revealed that in some cases, laws on the nomination and registration of candidates for regional elections adopted in the subjects of the Russian Federation that are part of the Ural Federal District contradict federal legislation. Sometimes regional legislators do not use the law-making opportunity given to them, not regulating even those aspects of regional elections that are directly delegated to them by federal legislation.
