Abstract

An eternal question raised by politicians, scientists, practitioners and society as a whole is social justice. However, it is not always possible to find the origins, clear understanding and guidance for its implementation due to the fact that it is often used only as a stable expression in order to add color and expressiveness to a thought, which, in fact, levels out this category, deprives it of meaning. Legal acts, by virtue of their purpose, serve as a symbol of order and stability of the state. Consequently, one of the ways to solve problems related to social justice lies in considering the legal acts of the subjects of the Russian Federation, where the key is the meaning invested by legislators in social justice, its concept, criteria, and objectives.
Based on the analysis of various legal acts of the subjects of the Russian Federation, the author consistently raises questions of both theoretical orientation and legal regulation itself. First of all, the constitutions and charters of the subjects of the Russian Federation are considered in the context of securing social justice, as well as its location in their structure. The problems of nominal duplication of federal legislation norms, the "completed state" of social justice and the possibility of its observance are revealed. Theoretical questions are highlighted, namely, about the concepts and interrelation of those categories (social orientation; targeting; need) that appear in the text of legal acts of the subjects of the Russian Federation, about the search for the meaning and patterns of their use in relation to social justice. The problems of characterizing social justice, its content and criteria are analyzed with subsequent conclusions and proposals regarding the detailing and clarification of social justice in legal acts. A general definition of social justice is proposed.
