Some Aspects of the Introduction of Personnel Electronic Document Management in the Activities of Executive Authorities

Abstract

The policy of the modern Russian state dictates the need to use digital technologies in various fields of activity. The disclosure of such a relevant and widely implemented tool as personnel electronic document management (hereinafter referred to as EDM), including within the framework of the activities of executive authorities, is an interesting phenomenon from the point of view of scientific and practical novelty and at the same time the subject of research of this article. The scientific definitions of EDM presented by the authors in the article, allowing to determine its main features, as well as the evolutionary nature of the legal regulation of EDM in domestic law, make it possible to assess both the degree of this regulation itself and the significance, necessity and influence of this digital tool on local organizational management processes. The existing legal vacuum, uncertainty and insufficiently high level of digital literacy of civil servants once again emphasize the issues related to the implementation of EDM in government agencies, determine the novelty and relevance of scientific research in this area.

The authors of the article examine the results of a federal experiment on the introduction of electronic document management in the personnel activities of employer organizations in order to improve legislation regulating electronic personnel document management without taking into account the participation of civil servants, as well as conducting a second federal experiment directly related to personnel electronic document management in the activities of executive authorities, allowing to identify problematic aspects within the framework of the widespread use of personnel electronic document management. Consideration of the draft law changing and improving the legal framework of the civil service personnel allows to draw conclusions about the need for its revision and subsequent adoption by legislative authorities.
